Ross Hoffman

Vice President

Ross Hoffman is a Vice President at Milestone Development, where he manages financial underwriting and project management for acquisition and development opportunities, with a focus on complex, affordable housing real estate projects. He joined the firm in April 2026, bringing extensive experience in layered capital structures and community‑oriented development.

Prior to Milestone, Ross spent nearly eight years at Civic Builders, Inc., advancing from Analyst to Director of Real Estate Development. In that role, he led the development of public‑benefit facility projects nationwide, primarily serving charter schools in underserved communities. During his tenure, Ross managed the deployment of approximately $200 million in New Markets Tax Credits and led the development of more than $220 million in projects across New York City and other strategic markets.

Ross’s work required the structuring and execution of highly complex financings, including publicly issued tax‑exempt bonds, commercial bank financing, subordinate CDFI debt, New Markets Tax Credits, and other creative capital solutions.

In addition to institutional development, Ross has led the acquisition and development of residential and mixed‑use properties in Berkshire County, Massachusetts, gaining hands‑on experience across the full real estate lifecycle.

Ross holds a Bachelor of Arts in Economics and Environmental Policy from Williams College.
